Incorrectly decrementing unread messages

      When a user clicks on already read messages in the message drawer, it incorrectly decrements the unread count. It should only be doing this for unread messages.

      It affects text in various areas:

      1. Navbar messages unread count
      2. Message panel unread count
      3. Screen-reader unread count
