Before upgrade

Create a site with a course with several subsections

Enrol an editing teacher in the course.

After the patch

Check out the latest branch with the patch applied

Run through the upgrade.

Confirm the upgrade runs successfully.

Log in as a teacher and go to the course

Perform operations on the subsections, such as adding, deleting, and renaming.

Confirm that you can perform the operations successfully.

This is a significant performance improvement. Moodle 4.5 is an LTS version and so many bigger instances will start to migrate from 4.1 and potentially enable the mod_subsection feature. Once a course has multiple subsections, it will slow down every single course editing operation (not just the subsection related). That's the main reason why this should be backported.
