I have two courses, I have this setup that the first activity has a restriction that the 1st course must be completed to enable. 

I have tried with multiple users, I can complete all the activities in the 1st course and get the required grade in the final exam. I have checked activity completion and gradebook and all show what I expect to see, yet the activity will not open on the 2nd course.

CRON is running and have the Calculate regular completion data running every minute. I have all the completion settings correct, completion tracking is on and working fine.
