This will give much greater depth of reporting for cohorts across the site, allowing users to more easily report on them based on their specific location within site context/course category hierarchy
As done in MDL-78117, deprecate both the 'context' cohort report entity column and filter - note, they are currently used in system reports [*], so their deprecation should be accounted for
