Steps to reproduce:
- Go to "Site Administration" -> "Plugins" -> "Manage activities".
- Disable mod_h5pactivity.
- Create a course.
- Enable edit mode.
- Drag-and-drop a H5P activitiy (you can use agamotto-80158.h5p as an example content).
- You will see "Add an H5P activity" as an option.
- If you choose this option, upload progress will show up and have a red progress bar without any reason for the problem.
