*DESCRIPTION*

User Tours are not displaying on specific course pages. 

*STEPS TO REPLICATE*

0. Create a new course (ex. id=20)

1. Create a User Tour: Tour Test
2. Apply URL to match (/course/view.php?id=20)
3. Enable User Tour
4. Add a new Step under the User Tour
5. Target Type= Display in middle of page
6. Content type=manual 
7. Add message in content area and save new step
8. Navigate to matched URL to trigger User Tour

OBSERVED BEHAVIOR:
User Tour does not display on specific course page.

Have seen the tour display on the course settings page instead with partial url is used when Applying URL to match (ex. php?id=20)

EXPECTED BEHAVIOR:
User Tour displays on the main course page.
