Following up the work done in MDL-84304, there is a need to review the use of the two criteria when activity can actually not produce them.

In scorm, we removed the COMPLETION_COMPLETE_FAIL, so we should not have any activity or section restriction based on this criteria.

I created a small cli script as POC in order to remove directly the unwanted restrictions in SCORM.  However, nothing prevents the user from assigning it again.
