Moodle Cookie Notice Changes

      Hi all,

      One of our clients has recently installed a third party service (cookiebot) to be able to manage cookies easily on the site as they didn't think that the current cookie notice will be substantial enough for some Data Protection Officers.
      This led to the question on how to remove the standard Cookie Notice from the GUI - we couldn't find a way of doing this without the need to change the mustache template.

      A potential improvement for future releases would allow Site Admins to be able to easily change the cookie notice - wording, cookies in place as well as being able to disable it completely (if necessary).

      'It's been a learning curve to deal with establishing a privacy policy and cookie declaration for the site, but it would seem that listing Moodle's two essential cookies isn't going to satisfy most Data Protection Officers, especially when a lot of organisations will embed YouTube/Vimeo videos and want to use third party analytics. It's something that Moodle should address to avoid giving less informed administrators (like me a few months back) a false sense of security. So even though the cookie notice is there by default, there's an argument that it doesn't really serve the purpose it intends to address.'
