The fix is for the behat test
"Verify the breadcrumbs in manage tokens page as an admin"

It is tricky to replicate the behat test failure because it does occur only on pgsql at times when the first webservice in the list on the create webservice token is from a plugin that is preventing the token from being created for some reason.

The test would be to run this behat test "Verify the breadcrumbs in manage tokens page as an admin" and to verify that the webservice is correctly selected as Moodle mobile web service

In the behat test webservice/tests/behat/siteadmin_webservice_token_breadcrumbs.feature Scenario Verify the breadcrumbs in manage tokens page as an admin

The behat step that creates the token does not set the webservice which can lead to test failures if the token could not be created due to some plugin that allows only authorized users to create tokens
