The issue is that there is a change in the text of the string that is only used in the English and not any of the translated languages.

The string used for the registration message is the same config_general_description that was previously "These settings are always used" but was changed to "To set up BigBlueButton, you can either use your own BigBlueButton server and credentials, or obtain credentials through the <a href="https://registration-portal.blindsidenetworks.com/" target="_blank">Blindside Networks Registration Portal (opens in a new window)</a>.".

The translation has not been updated meaning that the registration portal link is not visible to users and can not be accessed from within the BBB settings. Since we have phased out use of test server credentials, there's no way for users to know that they need to use the portal to get new credentials.

We need to change the registration string from config_general_description to something else, like config_general_registration in order to fix this bug.

To replicate:

1. Install any language that has not updated this string e.g. Swedish [sv] from the Site Administration > Language > language pack and set it as the user preferred language.
2. Go to Site administration > Activity modules > BigBlueButton > General settings, config_general_description will still be using the old translation
