This issue was brought to our attention by a client who noticed the change when testing an upgrade to 4.5. Their workflow relies on the form not being loaded with default values. The client's concern is that some of the default form values for course resets will delete data and they would prefer that the form contain no values by default.

I propose we add a setting to the learning admin settings page that allows the new default values method introduced in 4.5 to be bypassed.
