At the moment, any images/files in question bank questions that have been linked to OpenEQUELLA don't get properly exported/imported when using xml exports of question categories.

From the look of the xml file that gets created, it copies the images like you would in Windows, turning them into base64 encoded text, but then when converting them back, it seems to create a html file that has text in it related to equella, but no way of linking it back to the resource in the repository.

Instead of converting the images from Equella to base64, it should be handled differently. How/what that looks like, would need to be decided.

Steps to re-create:

1. Export a question category that has questions with links to OpenEQUELLA in them (images, etc), (as Moodle XML Format, with Write Category and Write Context both ticked).
2. In another course > Question bank > Import, import as Moodle XML file with Write Category and Write Context both ticked.

1. Any images that were linked to OpenEQUELLA now show as missing.
