Implement smart shortening of SMS notifications

      This issue is implement the SMS notification shortening devised in MDL-81469. This will essentially replace the simple truncation added in MDL-84342.

      Ideally this issue will land before URLs are introduced to SMS notifications in MDL-83519, so that in that issue we can add the final URL considerations from MDL-84342 into the notification shortener.
