Something seems to go unrespected here.
I would expect the title to be exactly as in the form fields.

To reproduce:

Create a course and set the fullname as well as the shortname to

& < > " ' &amp;

(the unescaping is on purpose).

WHAT YOU EXPECT:
The course is shown as this both on the course page (fullname) as in the breadcrumbs (shortname)

WHAT ACTUALLY HAPPENS:
The course names are shown differently.
