Hello,

we noticed that report generated using the "course participants" model, contains empty lines. After a quick investigation we believed that such records refer to deleted users; we understood that the table "mdl_user" contains some data and, potentially, other tables as well (i.e mdl_enrol). 

This "bug" has 2 impacts:

1. We are working with Swiss and European Clients where data protection acts foresee the complete deletion of all records of a user. 
2. The Report Builder seems to be impacted by the presence of the deleted records into the database.

We kindly ask you to check the above and eventually open a task to solve.
