Navigate to Reports from user menu

Create report from Users report source

Add User > Picture condition to report

Set condition to Yes and apply

Confirm only users with uploaded pictures are shown in report

Set condition to No and apply

Confirm only users without uploaded pictures are shown in report

Following on from discussion in ~~MDL-84118~~, it would be useful to be able to filter reports by the presence of user pictures - it would also be useful in general to do so, regardless of the requirements in the linked issue

As part of this issue, normalise the label of the column/filter to use "Picture" instead of having "User picture" specific language string. Less to translate, and "User > Picture" reads clearer than "User > User picture"
