This issue is part of the course cleanup epic.

The goal of this issue is to change the current URL to duplicate a section from course/view.php to course/format/update.php. The idea is to keep cleaning the current course/view.php from all the logic that does not belong to the course rendering.

The course/format/update.php is the new URL introduced in ~~MDL-82767~~ to provide a centralized non-ajax way to execute course-related actions.
