Blocks can be duplicated, then made visible when one is hidden

      This is rather a question of intended behaviour, the fact that I can't add the same block again after one is already there, and visible, tells me this is not intended behaviour.

       

      Steps to replicate:

      1. Go to school.moodledemo.net
      2. Go to https://school.moodledemo.net/course/view.php?id=72
      3. Turn editing on
      4. Add a block, such as calendar
      5. Hide the calendar block
      6. Add another calendar block
      7. Unhide the first calendar block

       

      Observed: Both calendar blocks are now visible.
