Keyboard trap when clicking "Skip Table of Contents"

      Problem: When navigating a book with a keyboard and the block drawer open, you are provided with an option to "Skip Table of Contents." If you select it, you are taken back to the block region which is the table of contents. If you further tab, you experience a keyboard trap of continuously being asked if you want to "Skip the Table of Contents." The only option ends up being that you have to interact with the Table of Contents.

      Steps to replicate:

      1. Add a book to a course with a couple of pages.
      2. Open your block drawer.
      3. Navigate to the book with your keyboard (Optional: a screen reader is also helpful to know what is being read out during keyboard navigation for this test, Windows Narrator performs just fine for this)
      4. When presented with the option to "Skip Table of Contents", click "Enter" on your keyboard
      5. Notice where focus goes (Table of Contents)
      6. Attempt to navigate away from Table of Contents using only your keyboard
