We have found that when updating to version 4.5.1 the file picker is stuck in a loading state. On the official Moodle environment, it seems to do the same https://school.moodledemo.net/  

We have found that clearing the cash fixes the issue for now.

don't know if anyone is aware of this, and if so this ticket may be closed. I just wanted to make sure it is mentioned somewhere
