Problem: As documented in the following tracker items but not tagged as an accessibility concern (https://tracker.moodle.org/browse/MDL-75692, https://tracker.moodle.org/browse/MDL-81364 and possibly others but problem description is difficult to describe), there is a "flashing/jittering/motion" concern with H5P resizing that could be be considered violations of WCAG 2.3.1 or 2.3.2.]

Reason for reporting: It is unclear based upon the various trackers if this fix has officially made it to release. This has been witnessed by US client staff on Moodle Workplace sites currently within bug fix coverage. In our example, this was found in an H5P Branching Scenario, but we have seen it in other content types as well. However, we are choosing to report it here as H5P is a core tool, and it is unclear if the issue is related to something in Moodle code or H5P code.

A video of the behavior is attached. US developers suspect there is a resizing issue where the sizes overlap and are causing this behavior when the browser falls within a certain width.
