Multi-factor authentication - updated UI does not support users configuring multiple security keys

      When first introduced to core in 4.3, the MFA security keys factor supported configuring multiple keys per user. With the UX updates in 4.4 however, you only have the option to add a single key, and swap it for another one.

      Multi-key support should be reinstated so that users can have a spare/backup available In the event of device loss, the user should be able to use a second registered security key to log in.
