Currently all comments added to questions in the question bank are added to the database with the contextid of the system. They should be related to the qbank activity context.

So (current) list of what would be required:

• Change adding and checking of comments in the quesiton bank to use related qbank context instead of system
• Upgrade step to migrate comments from system context to relevant qbank context
• Move comment contexts when question is moved from one qbank to another
• Possibly other steps not currently thought of
