Use default path for GeoIP db update unless defined in config.php

      `$CFG->geoip2file` should pick the default path as `$CFG->dataroot . '/geoip/GeoIP-City.mmdb'` otherwise it will fail the task execution as the var is empty by default. This default path is also used in /admin/settings/location.php and is displayed on url /admin/settings.php?section=locationsettings. For user-friendly purposes task schedule class `update_geoip2file_task` should also use this path by default unless its defined in config.php file.
