When a client updates the proficiency rating for a competency (after error or re-leveling), existing proficiency ratings users have showing in their learning plans do not reflect the change.  e.g. If 3 was proficient but the framework was updated to reduce proficiency to 2, the learner will still not show as having achieved required level.

Either this should be automatic or it should be able to be forced through to linked plans
