It would be convenient for the user to have a link/button to go directly to the Completion report page also on the Course completions settings page, and vice versa.

I have noted that users go to the Course completion page when they want the report, and then have to go back to the menu and look for the report. I've done the same thing many times, and I don't think links like that would cause any confusion for the users.
