Mouse over tip in TinyMCE

      Steps to reproduce.

      1. Make sure TinyMCE is the editor
      2. Enable Edit MODE
      3. Open any page where you can enter text, such as Site home settings
      4. Click to enter text. Don't type anything.
      5. Make sure the box to text is ACTIVE and cursor is blinking in the box.
      6. Move mouse over buttons
      7. TWO text will appear for every one. Example: Bold (Ctrl+B) and formating
