Under Site admin > Development > Debugging, set Debug messages to ALL, NORMAL, or less (not DEVELOPER).

Create a new course

Create a new Assignment in the course

In the Assignment, click on the Submissions tab.

Collapse side bars.

Reduce the height of the browser window, to ensure the main area can scroll up and down, but retain full-screen width.

Click on Filter by name.

Scroll the screen down as far as it goes.

Verify the "Close" and "Apply" buttons are visible on the Filter pop up. (Fails before the patch.)

The sticky footer hides menus:

On gradebook setup page the bottom action menu (for the Course total) is hidden behind the save changes bar. See screenshot
On the Assignment submissions page, the filter by name pop up and bottom status menu are hidden by the sticky footer.
