MNet has been deprecated for about 6-7 years now.

We propose that we begin it's removal by removing the following mnet plugins and placing them into the plugins database of Moodle 5.0:

• auth_mnet (MDL-84307)
• portfolio_mahara (MDL-84308)
• block_mnet_hosts (MDL-84309)
• enrol_mnet (MDL-84310)
• mnetservice_enrol (MDL-84311)

Then in Moodle 6.0 most of the remaining parts of mnet will be removed, with the likely exception of the mnet_host_id field, which will likely need to persist for some time as people are using it in sql queries.
