Highlighted during MDL-83253.

There are times where we can encounter capabilities which belong to an invalid component. We should tidy these up periodically (maybe during upgrade).

In my ase I encountered this for a plugin I peer reviewed but did not fully install. I just removed the config version entries, but it appears there are examples in the wild too so perhaps a legacy plugin uninsatllation route.
