When upgrading clients to 4.4: if the site has already been registered, upon login a site admin is forced to the registration page, where the privacy/data processing agreement has been automatically un-checked, and must be checked again to move elsewhere in the site.

To reproduce:

1. Create a Test Site with Moodle 4.1 or Lower
2. Set up a new Moodle site with version 4.1 or earlier. Ensure that this site is fully functional and ready for testing.
3. Navigate to the Moodle registration page from within your test site.
4. Register your site by accepting the Moodle policy. You can choose not to list the site publicly if you prefer.
5. Perform the upgrade process to move your site from version 4.1 (or lower) to Moodle 4.4. Follow Moodle's upgrade documentation to complete this step.
6. After the upgrade is complete, log in to your test site using your admin credentials
7. Go to the 'Site administration' page on your test site
8. You will be prompted to accept the privacy policy again. This step is necessary to proceed with accessing other features under the administration section.
