Revert the t/move icon to arrows-up-down

      1. Login as admin.
      2. Go to Site administration > Development > Make test course.
      3. Create a course with size S.
      4. Navigate to the course and go to > Grades > Gradebook setup.
      5. Check the icon displayed near each item in the gradebook is the arrows-up-down.
      6. Go to the Dashboard.
      7. Enable edit mode.
      8. Check each block has a four-directional arrows icon for moving them.

      While barbararamiro and sabina.abellan@moodle.com from the UX team reviewed MDL-83058, they asked to change the core:t/move icon from four-directional arrows (up-down-left-right) to two-directional arrows (up-down) to reduce confusion, as it is used in areas where drag-and-drop functionality is not supported.
