3. Visit Question Bank
4. Add 3 New Categories
5. Add a single question in each with a unique tag
6. Visit Questions for the activity
7. Add a New Question (Random Question)
   Note: why were the checkboxes removed in 4.4.x?
8. Add a condition and try to use a tag from any other category thats not the default
9. Results in no suggestions, but expect all tags based on the filter to be considered.

Possible Issue:

• Mustache template only looks at the course default question tags?
• Should it update the autocomplete tags after selecting a category of questions?
