Fix improperly deprecated event 'unknown_service_api_called'

      Just a minor oversight in MDL-80231, where we've included an "deprecated since" doc and debugging call in the unknown_service_api_called::is_deprecated() method. We need to remove these for this method. This presents as behat failures in at least this feature:

       admin/tool/monitor/tests/behat/siteadmin_monitor_breadcrumbs.feature
