Inplace editable: background behind instruction text sometimes too short

      Steps to reproduce:

      1. Go to https://qa.moodledemo.net/mod/quiz/edit.php?cmid=1171 (or the Questions screen for any quiz without attempts.)
      2. Click the edit icon next to any of the question numbers.

      Actual result: Above the edit field that appears you get the a tooltip saying "Escape to cancel, Enter when finished" but the background coulour is too small. (The background seems to be the same width
