When accessing the Notes feature from a users profile, it's not possible to directly add a site note - this then means if the user is not enrolled on any courses then there's no link to add a note of any kind on the page

This logic isn't correct, it needs to match this logic and ensure the link to add a new note is printed if user has capability to do so (the current workaround to manually amend the page URL to achieve the same is quite awkward)
