Setting invalid completion conditions in Forum fails silently

      When creating a new forum, if you don't add "Whole forum grading" or "Ratings," you are still able to add them to "Completion conditions." However, when you save, the settings tab will reload without displaying a message or indication that it isn't working.

      This is particularly troublesome because teachers can now change completion conditions on the course page. However, once within the completion conditions page, they cannot change the parameters for forum grading or forum rating and won't see why it isn't working.
