Using Moodle 4.4+ or Moodle 4.5dev i cannot install. **

I unzip on C:\MoodleWindowsInstaller-latest and i run "Start Moodle"

i get        

 APACHE and MYSQL are running...

Run "Stop Moodle.exe" in order to stop Moodle server.
-----------------------------------------------------

but when i visit localhost i get 

http://localhost/install.php

I sense that is something in my PC the problem, since i have installed successfully on another but i have no idea what to look for.

Also Moodle 4.3.4+ install works fine.
