This is a precursor to MDL-81864 and the goal is just to learn (and document) the behaviour of mod_lti when backing up and restoring tools and tool instances.

There are a few bits we'd like to learn about:

1. The logic for inclusion in the backup
   • For example, I believe there is some logic that stipulates that tools are only included in a backup if they have a tool instance inside the course. There may be other rules to learn about.
2. We should also aim to document which tables mod_lti includes in the backup and;
3. Under what circumstances the ltisource and ltiservice subplugins are included in the backups.

At the conclusion of this issue, we should have a good idea about the above so we can implement the same rules in the new backup and restore code in core_ltix, which will now be responsible for backing up tools and tool service data.
