Create a course and enrol a few (2-3) students in it.

Create an assignment in the course

Go to the assignment and click on the "view all submissions" button

Verify that there is a button with the title "View Grader" within the action bar

In the assignment submission page, add an option within the tertiary navigation to navigate directly to the grader.

Acceptance criteria:

Add a primary button "View Grader" within the tertiary navigation in the assignment submissions page, styled and aligned as suggested on the prototype.
The button links to the assignment grader (/mod/assign/view.php?id=MODULEID&action=grader)
Automated tests.
