Uploading images to Tiny editor corrupts unicode response in errors

      1. Log in as admin
      2. Navigate to General > Security > Site security settings in site administration
      3. Set Maximum uploaded file size to 50 KB
      4. Create a new user
      5. Log out
      6. Log in as new user
      7. Navigate to Profile from user menu
      8. Press Miscellaneous > Blog entries
      9. Press Add a new entry
      10. In the Blog entry body field, press the Image icon from the editor toolbar
      11. Upload an image whose size is greater than 50 KB
      12. Confirm you see the following error: 

        The file <FILENAME> is too large. The maximum size you can upload is 50 KB.

      In Tiny MCE the error message in German lang (de) has a collaton problem. Seen at moodle.org
