Since some time several functionalities in courses are combined in a pulldown menu for selection. Generally this is a good step forward.
Users often identify it not as a pulldown menu.

In the course participant area 'Enrolled Users' describes the functionality of the active page. Its also a menu for selecting other functions. The bold and larger font size seems to be a type of headline.
