This is about to test that the new PHP version installs ok both via web and cli, not emitting any PHP notice/warning/error or debugging.

It must be tested with all the branches affected with the PHP epic.

Current PHP version being tested: 8.3
The oldest version possible is (given env requirements): Moodle 4.1.2
The branches affected are: main (4.4dev)

It includes:

• Web install from scratch.
• Web upgrade from the oldest version possible.
• CLI install from scratch.
• CLI upgrade from the oldest version possible.
