Remove duplicated headers when editing enroment methods

      Steps to reproduce

      1. Create a course.
      2. Go to Participants > Enrolment methods.
      3. Access settings for any of the methods (for instance, Manual enrolments).

      Expected behaviour

      The header (for instance, Manual enrolments) is only displayed once.

       

      Current behaviour

      The header is duplicated: one as header and another as form header which is collapsed:
