My understanding of this footer is that it should only show when bulk editing is enabled/checked (or, on mobile browsers, it's shown in a collapsed form). Either way, as it stands, on first load of the course home, on mobile Safari, the footer is shown in full, and the 'x' will not close it.
Clicking "Bulk actions" and then clicking the 'x' to close the footer then gets the page back to what I think is the correct state (a collapsed footer on mobile). It's only the initial page load that seems to exhibit the problem, and only then on mobile Safari that I've seen (desktop Firefox was fine, as expected).
Edit: This also seems to be a problem when running developer debugging (on closer inspection, seems this isn't needed) on a site using desktop browsers, where almost the exact same problem occurs. Switch editing mode on (but not bulk actions) and you'll see the broken bulk actions footer. FWIW, I'm running 39b8e198ffa17 on main.
