Expected New Feature Behaviour:

Set a maximum grade to be assigned after 'x' submissions after due date

Example Behaviour:

1. Set maximum grade to be 50% after one attempt
2. User fails first submission, granted another attempt (manual or automatically until pass)
3. User makes second submission and recieves 85%
4. A 35% penalty is automatically applied to set grade to 50%
5. Grade prior to penalty is kept and shown to user
