Users (with Learner role) who are expired on certifications, cannot trigger (To View) completion on a page resource for courses linked to a certification.

1. I have tested multiple expired users on different courses/certifications

1. Other activities (quizzes) can be completed post expiry date

1. When an expired user has their certification due date extended (status changed to active), they can trigger the ‘To view’ completion requirement on Page resources.
