I'm not sure if this is a bug or it's intended, but the code looks quite inconsistent.
The string 'privacy:metadata:acceptances:note' says:
Any comments added by a user when giving consent on behalf of another user.
This implies that Remarks/notes should only be given when a user is giving consent on behalf of another user, which makes sense. But the UI of Moodle LMS lets you add Remarks when giving consent for yourself in the Policies and agreements page, which contradicts the previous statement.
Also, in the Policies and agreements page you can only see the "Remarks" column if a user has consented a policy on your behalf. This means that if I add a Remark for myself, I won't be able to see it.
All of this makes me think that users should not be able to add Remarks when giving consent to their own policies, only when giving consent on behalf of other users.
