Restore of Backups from <= 4.2 into 4.3 breaks quiz review options

      1. You need a quiz (or a course containing a quiz) backed up from Moodle 4.2 or earlier. (You could use mod/quiz/tests/fixtures/moodle_311_quiz.mbz from in the Moodle codebase, but it might be better to test with a different one.) or (You could use the attached backup of Quiz that I have created from Moodle 4.2).
      2. Restore this backup.
      3. In the restored quiz, go to the quiz settings.
      4. Verify that in the 'Review options' section of the form, the option to review max marks (Maximum marks) is enabled (checked) at all times (that are not disabled).

      This is like MDL-80210, but for restore, rather than upgrade.

      The code that tries to fill in the missing value for the new setting is there, but in the wrong place, so I will fix it.
