The LTI provider in the test case is a Moodle instance offering a course. The Moodle user profile requires some additional profile fields and the acceptance of some policies. 
When first accessing the course from an LTI client, users are prompted to accept the policies and fill in the required information in the profile (user/edit.php). After confirmation, the user is taken to the preferences page (preferences.php). The user stucks there. Even if the user somehow gets to the LTI provider's dashboard or my courses, course will not be available until the user tries again. There is no need to fill in the required profile fields the second time and everything works fine.
